Please help me with steam and downloading?

ok so basically i have a retail copy of napoleon total war and i click run and it runs then i click install. after that it asks for the activation code so i enter it after waiting 5 minutes on a loading screen saying activating code with steam a box comes up saying steam server is unavailable, your computer is either currently unable to reach steam servers or services may be temporarily disabled. anya ideas??
