He says he doesnt have enough balance to make a call. . Need your opinion.?

i m in a relationship with my boyfriend for past 2 years.he has gone out with friends for industrial visit and is not able to talk to me.when he was here he used 2 call me every now and then but now he says he doesnt have enough balance to make a call,also i am unable to understand that if he really loves me.
