Can I quote the Human Rights Act at my landlord, and if so, which part?
My landlord (local council) is not doing anything about the noisy neighbours downstairs. They are runnng some kind of drinking den, there's drug dealing going on and other neighbours have evidence that they are running a brothel. The woman's kids have been taken into care but it's got worse since then and everytime I have to leave or enter my flat I have to push through a crowd of drunken men with bulldogs who accost me. My neighbours have complained, the tenancy association has complained, councillors know about it, the police are always round. It's making me stressed and scared but they won't rehouse me or throw out these yobs. The behaviour of the problem neighbour is against the council's own regulations, which they won't enforce. Are they breaching my human rights and what section of the Act can I quote to them? My union would support me financially if I wanted to take them to court on it, so it's not an empty threat.
